what I want to know is, where are the fans?? Maybe it's the first inning of a game in L.A. :)

I vote safe, as the defenders look so casual and aren't throwing the ball around. They also look like they're 45, so they probably dropped the throw.

He's safe. #31 is Mel Roach, who only played for the Phils in 1962. I checked Maury's CS stats for '62, and the Phils never caught him. For that matter, Roach only played a few games at second, and Wills only stole a base in one of those, a game that Dodgers won 16-1 on the 4th of July, 1962. Bobby Wine is the shortstop. Koufax went the distance for the win.

By which I mean Roach's career ended in'62, and the Phils did not have another middle infielder with the number 31 for the rest of the decade.

That is indeed the correct game. It's the first game of a doubleheader on Independence Day. The Dodgers drew 39,000 for the doubleheader and that explains why RF is empty.
