That is indeed the correct game. It's the first game of a doubleheader on Independence Day. The Dodgers drew 39,000 for the doubleheader and that explains why RF is empty.
I vote safe, as the defenders look so casual and aren't throwing the ball around. They also look like they're 45, so they probably dropped the throw.

By which I mean Roach's career ended in'62, and the Phils did not have another middle infielder with the number 31 for the rest of the decade.
