I know! I don't like that San Diego benefits from this. This was discussed on Baseball Think Factory today, in a discussion of this Baseball America article on the Astros' top 10 prospects:

Same story last year too. From the BA article:
By signing Carlos Lee and Woody Williams as Type A free agents, the Astros surrendered their first two draft choices. Offering arbitration to three of their own Type A free agentsAubrey Huff, Andy Pettitte and Russ Springerwas a low-risk proposition that could have yielded three first-round picks and three supplemental first-rounders, but Houston declined to do so.
Wasn't Brocail a type B free agent? Those don't penalize the team signing them, they just give the team who lost them (the Padres) a supplemental first round pick.
San Diego probably would have offered Brocail arbitration since I don't think he made much last year and would have declined it.
