I assume neither the player nor management knows the figure the other submits until they have both submitted their figures. Has a team ever submitted a higher number than the player?

I am pretty sure both sides know what figure each side wants. They've been negotiating. And each side has to argue that Player X deserves total Y or total Z and then give reasons for why Y or Z is merited.
